Using new Obama law, the Federal Emergency Management Agency (FEMA) will test a system at 2:18pm ET on Thursday afternoon that lets the president send a message to most cell phones across the U.S. following a disaster, terrorist attack, or other serious threat to public safety.
According to Reuters, “Former President Barack Obama signed a law in 2016 requiring FEMA to create a system allowing the president to send cellphone alerts regarding public safety emergencies.”
